- President Félix Tshisekedi of the Democratic Republic of Congo will not attend a virtual summit with East African Community leaders, including President William Ruto, due to scheduling reasons.
- Tshisekedi's absence has caused tension as he perceives Ruto as a biased mediator in the conflict between the DRC government and M23 rebels, leading to the cancellation of a meeting with Rwandan President Paul Kagame to address the crisis in eastern DRC.
