I think outright banning is not going to solve the problem. A law banning online betting with phones will not hold water. If the country is really worried about minors and juveniles taking to sports betting on the go, maybe it's time to put the heat on the betting companies to enact and enforce age restriction rules or it might be a case of prescribing drugs to a patient but not helping him get whole. Moreover, banning outrightly will further complicate things with idle people looking to get involved in something and in many cases that thing is not a good thing.
