Modderfontein New City is a disaster that could have been avoided. Such a project should have gone through due planning and it's surprising to find out that the developer's vision conflicted with that of the city and surprisingly, demand for housing and office spaces was too low to follow through with the original plan for the project. They should have known this! Come on. This type of mega city models have been tried across other countries in Africa and because most of these nations have a challenging political and economic bureaucratic process, it is always going to be a hurdle that might be too high to scale.
It is no surprise that most African nations are becoming architects to their falls or growth. Look at botswana, making great leads from their diamond business, look at Kenya going towards a 100% green energy, the 1st in the world, look at Rwanda, flying the first ever medical drone in the world. So it is more or less innovations focused and based on technological entertainment. Most African nations has now accepted technologies which is in no small scale pushing their country businesses forward. So I will can categorically say, no or more or less, expect very few countries make any mistake similar to that of Johannesburg, South Africa.
